Police and Crime Commissioner (PCC)
The Policing Protocol Order 2011 sets out how policing governance arrangements work. It clarifies the role and responsibilities of PCCs, Chief Constables, and police and crime panels. It outlines what these bodies are expected to do and how they should work together to fight crime and improve policing.
The PCC provides the local link between the police and the communities it serves, working to translate the priorities of the public, in terms of policing and crime reduction, into action.
The PCC has responsibility for:
Setting the strategic direction and aims for Sussex Police through the Police and Crime Plan.
- Setting the police budget, including the local police precept (the amount residents pay for policing in their Council Tax).
- Holding the Chief Constable to account for the performance of Sussex Police.
- Commissioning support services for victims of crime, and delivering community safety initiatives and crime reduction grants.
The PCC is also responsible for the appointment, suspension and, if necessary, dismissal of the Chief Constable.

The Police Reform and Social Responsibility Act 2011 (PRSRA http://www.legislation.gov.uk/ukpga/2011/13/contents/enacted) established police and crime panels within each force area in England and Wales. These panels consist of at least one representative from each local authority in that area, and at least two independent members co-opted by the panel.
