Yes, however there are strict restrictions. A person under the age of 18 can work in a bar as long as they are supervised continually by a responsible person (license holder). This means that each separate sale must be approved by the responsible person.

Also the protection of children from harm was one of the objectives in the new licensing laws so the local authority could impose further conditions to particular premises banning children altogether from the premises.
